One of the best restaurants I went to in Chicago was called Quartino Ristorante, and it was good for both value and quality.
Quartino is nothing out of the ordinary for an Italian restaurant, as it has all of the normal pizza and pasta dishes; however, where it stands out is the quality of food for the price. Most of the pizza and pasta dishes are between $12-15 for a decent sized meal, which is cheaper than most other restaurants in Chicago.
All of the dishes I tried at Quartino were good, but the standout dish was the eggplant parmesan. The eggplant tasted really fresh and the sauce was excellent, and it was one of the best eggplant parms I have had (although it is a bit on the smaller side, so you might need to order multiple). While I am not a huge bread guy, Quartino also has unlimited bread that is supposed to be quite good.
If you are in Chicago and looking for a reasonably priced restaurant, definitely check out Quartino (as the location is also very convenient).
